HUMANE COMMISSION
Humane commissioners are appointed by the Mayor of New Haven and approved by the Board of Aldermen. Taking state and city law into consideration, the humane commission is given the power and authority to adopt such rules and regulations as in its judgment are required for the operation of the animal shelter and related activities, and for the proper care and treatment of animals within the city limits. Such rules and regulations have the same force and effect as city ordinances.
